Support Services to enhance Bringing the Salmon Home: The Columbia River Salmon Reintroduction Initiative (CRSRI) Indigenous Knowledge Counsel (IKC) Mandate

Context
Bringing the Salmon Home: The Columbia River Salmon Reintroduction Initiative (CRSRI) is a commitment by the Syilx Okanagan Nation, the Ktunaxa Nation, the Secwepemc Nation, Canada, and British Columbia to bring salmon back to the upper Columbia River system.
Since the inception of the Bringing the Salmon Home Initiative in 2019, the significance and importance of Indigenous Knowledge (IK) continues to be critical to the ongoing application and success of this Indigenous-led Initiative. Within this context, the Indigenous Knowledge Counsel (IKC) was established to ensure there are effective processes and mechanisms for the inclusion of Indigenous Knowledge, Indigenous heritage, and cultural values including Indigenous ways of thinking in the CRSRI. The Counsel is represented by members of the three respective Indigenous Nations.
The primary purpose and responsibility of the IKC is to provide guidance to the CRSRI Executive Working Group (EWG), Implementation Team (IT), Technical Working Group (TWG), and Communications Advisory Group (CAG). The role of the IKC involves the continued collaboration and commitment among the three Indigenous Nations to ensure that Indigenous Knowledge, heritage, cultural values, and worldview are proactively integrated to ground the intention, guide implementation, and reorient efforts through ongoing learning. As needed, the IKC may also provide specific recommendations for how to integrate Indigenous Knowledge into the activities of these groups.
To support the IKC with these responsibilities and to support the respective three Indigenous Nations’ work related to the Initiative, the IKC is seeking an independent contractor to fulfill the role of IKC Cultural Facilitator. The Okanagan Nation Alliance, as Host Secretariat, will oversee the position from their main office located in Westbank, BC. This position will support and assist the IKC functionality and contribute to the Initiative’s overall success.
Term
The IKC Cultural Facilitator will be contracted by the Okanagan Nation Alliance to start as soon as possible and up to March 31, 2025, and will carry out the following roles and responsibilities to support functions of the CRSRI Indigenous Knowledge Counsel on an estimated 60%-time basis.

Roles and Responsibilities
The Facilitator will provide the following services for the CRSRI Indigenous Knowledge Counsel:

  • Support the coordination, scheduling, and participation of all IKC members in the carrying out of their mandate.
  • Coordinate and support updates to other working groups (e.g., EWG, IT, TWG, CAG).
  • Coordinate with the IKC Chair and the Management Team on the delivery on IKC priorities along with the Team of three Nation-based Indigenous Knowledge Cultural Coordinators.
  • Provide technical and administrative duties (e.g., meeting note taking, scheduling of virtual and in-person meetings, financial reports, briefing notes, etc.).
  • Facilitate and support the IKC in their development and reporting of annual workplans and budgets.
  • Support and assist in the coordination of IKC members with travel arrangements to attend IKC meetings and related events as confirmed.
  • Collaborate in the achievement of CRSRI mandate with the respective Nation-based Bringing the Salmon Home Initiative Outreach & Engagement Organizers and all associated and identified activities.
  • Assist IKC input in the development and implementation of the Knowledge and Data Sharing Protocol.
  • Report and provide financial oversight and accountability on the overall budget allocated for IKC approved activities.
  • Provide quarterly and annual financial updates and reports to the IKC on its financial statement of account for reporting to the Implementation Team.
  • Support and coordinate requests for other approved IKC external engagements.
  • Organize and support the IKC with its responsibility for delivering the Indigenous Knowledge component of the BC Salmon Restoration and Innovation Fund (BC SRIF) and respective project management activities including the preparation of progress and financial reports to DFO and other partners.
  • Provide respective reports to and help facilitate collaboration between the Indigenous Knowledge Counsel and Technical Working Group.
  • Research, identify, and draft work plans and funding proposals for ongoing Bringing the Salmon Home Initiative IK work.
  • Attend Management Team meetings to provide progress reports.
  • Provide support services to the Bringing the Salmon Home Indigenous Caucus.
